Invitation to Tender: “Advanced Methods for Resilience Activity"

ESA has opened a new Invitation to Tender to develop advanced methods for extracting more information from Earth observation data in support of resilience and security applications.

The activity focuses strongly on radar Earth observation and advanced signal processing. Among the topics are improved analysis of moving targets, three-dimensional characterisation of vessels and critical infrastructure, and techniques for detecting dynamic signatures and subtle movements.

The aim is not only to develop new algorithms, but also to demonstrate how these techniques can be incorporated into practical Earth observation applications. ESA wants the activity to help bridge the gap between advanced signal-processing research and services that can support resilience and security needs.

The tender covers a broad range of possible developments, from estimating target speed and movement to reconstructing three-dimensional characteristics and exploiting radar observations at longer wavelengths.


Copernicus Sentinel-1 radar imagery of the Suez Canal illustrates the potential of space-based SAR for monitoring vessels and strategically important infrastructure, two of the areas addressed by ESA’s new resilience activity.
