- Updating of topographic maps by using KOSMOS and SPOT imagery

Context and objectives

Topographic maps are the basis of all development. A regular update of these maps is necessary, but is rather expensive and time consuming if executed with the conventional methods. Satellite imagery is already used on a regular basis to update small and medium scale topographic maps.

Images taken by various Russian high resolution (2 to 5 m) cameras have become available for civil applications. These analogue images however are not yet frequently used in and by the West-European countries.

The pilot project, which was executed in the framework of the Poland-Belgium co-operation programme, evaluated the technical and logistic feasibility of the use of KOSMOS images (in combination with SPOT XS images) for updating topographic maps, through a parallel study on the cities of Warsaw (Poland) and Liege (Belgium).

The combination of the high spatial resolution of the KVR-1000 (2 m, 1 band) and the good thematic resolution of the SPOT XS (spatial resolution of 20 m, 3 bands) is of particular interest. Linear elements such as roads, bridges, ? are perceived well, and a sufficient number of land cover classes are distinguished.

The spatial resolution of the KVR-1000 makes it possible to update topographic maps with a scale up to 1:25.000 in relatively flat areas (as Warsaw).
For areas characterised by a more pronounced relief (as in Liege), and without the availability of a DTM, it is only feasible to update topographic maps with a scale of up to 1:50.000. For these regions, it is necessary to dispose of a DTM to update topographic maps with a scale of 1:25.000.
